When ever an article is published of a certain category

Hi joomla experts:-)
I want a kind of notifier for my website. When ever an article is published of a certain category, I want to send an email to responsible department.
Can this be done at the server side with a cron job? I dont want to install another extension... Any ideas?

Joomla 3.9 ships with the new user actions log. Maybe this is enough. Otherwise you can create a cron based on that table
